How do I get google assistant to unlock my phone when the screen is off?

I have not been able to get my google assistant to reliably unlock my phone. If I tap the power button to activate the screen but leave the phone locked, if I speak very loudly in a perfectly quiet environment, Google Assistant will unlock my phone. Any variation on those criteria renders Google Assistant completely useless. I tried rebooting my phone, retraining my voice several times, turning smart lock off, rebooting the phone, and turning it back on. I have a CAT S60 with I believe Android Marshmallow 7 something.

To unlock your phone with your voice using Google Assistant follow the following steps.:
- Make sure you have a screen lock. Learn how to set a screen lock.
- Open your device's Settings app
.
- Tap Security & location
Smart Lock.
- Enter your PIN, pattern, or password.
- Pick an option and follow the on-screen steps.
After setup, when you turn on your screen, you'll see a pulsing circle at the bottom around the Lock.
Important: When you don't use your device for 4 hours, and after it restarts, you'll need to unlock it.
